The DoD Comptroller submitted $2.8B Reprogramming Request in April 2010 to Congress. However, Congress (HASC/HAC-D/SASC/SAC-D), ultimately only approved $1.7B, of the $2.8B Request. By default, this resulted in unexpected Upside to several Programs of:
• +$454M Army FMTV (OSK). HAC denied Army request to cut $454M of existing $1.4B 2010 funding, (p. 14),
• +$57M Army FHTV (OSK). HAC denied Army request to cut $57M of existing $1.4B 2010 funding, (p. 14),
• +$180M Army Manned-Ground-Vehicle (MGV) termination (BAE/GD/BA). SAC denied Army request to cut $215M, approving cut of only $35M, (p. 15),
• -$40M Army CIRCM RDT&E. Congress authorized Army to cut $40M, from $220M existing CIRCM funding, (p. 16),
• +$125M USAF Global Strike Command. USAF O&M. Congress authorized USAF request to add +$125M to stand-up Global Strike Command, (p. 24),
• +$65M UAV/RPA Flight Training. USAF O&M. Congress authorized USAF request to add +$65M for UAV/RPA Aircraft & Sensor Training, (p.24),
• +$565M Army HMMWV fresh-production (AM General), at expense of proposed $560M HMMWV Recapitalization Program (TBD). HAC-D denied both actions, (p. 27, 28),
• -$125M JIEDDO “Device Defeat” Procurement (TBD). HAC denied JIEDDO request to transfer $125M from “Force Training”, to “Device Defeat” (hardware), (p. 27, 29).
